
Dutch Gambling Regulator Fines Starscream Limited €4.2 Million, Payment Remains Uncertain
The Dutch gambling regulator, Kansspelautoriteit (Ksa), has imposed a fine of €4,228,000 on Starscream Limited, a company based in Saint Lucia, for offering illegal games of chance to players in the Netherlands without holding a valid Dutch gambling licence.
According to the Ksa, Starscream Limited made its services available to Dutch players through several websites, including rantcasino.com, allstarzcasino.com, locowin.com and sugarcasino.com.
No Measures to Block Dutch Players
At the time of the investigation, the Ksa found that no effective technical measures were in place to prevent access from the Netherlands. On the contrary, multiple indicators suggested that Dutch players were explicitly accommodated.
The regulator noted that players were able to create accounts using contact details in the Netherlands, deposit funds from Dutch bank accounts, and use country-specific payment methods such as iDEAL.
In addition, the Netherlands was listed as a selectable country during registration, while the phone number field automatically pre-filled with the Dutch country code +31. The Ksa also observed that live chat support on Rantcasino.com was available with a Dutch-language option.
Breaches of Dutch Player Protection Rules
The Netherlands operates a strictly regulated gambling market designed to protect players. According to the Ksa, illegal providers such as Starscream Limited do not comply with these standards.
In this case, the regulator found that gambling was possible without visible age verification and that autoplay features were enabled in online slots, despite Dutch licensing rules explicitly requiring autoplay to be disabled due to its addictive risk profile.
Such practices undermine the safeguards intended to reduce gambling-related harm.

“Although collecting such fines presents challenges, particularly for parties outside the EU, with these fines we continue to send the message that we are cracking down on illegal offerings in the Netherlands.”
A Repeat Offender With a Long History
This is not the first time Starscream Limited has been targeted by the Dutch regulator. In April 2025, the company was warned to cease its illegal operations in the Netherlands or face a penalty payment of up to €840,000. According to the Ksa, Starscream failed to respond and continued to offer online gambling services to Dutch players.
Starscream is not a small or short-lived operation. The group reportedly operates around 28 online casinos and has been active in the offshore gambling sector for years.
Previously, the organisation operated under the name Gammix Limited Casinos, running on its proprietary platform known as IGP (iGaming Platform).
Previous Fine and Enforcement History
In 2024, Gammix Limited was hit with a multi-million-euro fine in the Netherlands. At the time, the company was led by CEO Phil Pearson. Gammix challenged the decision in court and later began dissolving its Maltese entity through the Malta Business Registry (MBR) in 2025.
As far as is publicly known, the Dutch regulator did not recover the imposed amount.
